Provide leadership in program development in particular grants acquisition and program quality through fostering monitoring and evaluation, partnerships and collaboration, and program innovation. Support field teams’ response to disasters and emergencies, supervise technical specialists and advisors, and maintain seamless cooperation with operations.

Program Design and Fundraising

  • Lead and support country programs in grants acquisition, including proposal design and writing, donors’ engagement, reporting to ensure excellence, timeliness, and compliance.
  • Build the capacity of country teams in grant writing, project design, and reporting to foster a culture of excellence and innovative programming
  • Coordinate with Technical Specialists/Advisors to ensure program sectors’ best practices and technical standards are incorporated in the project design and grant-writing processes.
  • Keep track of developments in the aid industry to capture donors’ changing priorities, innovation, and best practices and ensure staff are kept informed and educated.
  • Identify and develop new funding opportunities and develop new relationships for the benefit of the people we serve
  • Keep track of disasters to assess the need & level of WC response and involvement and advise senior leadership.
  • Support countries, on short notice if required, to respond to humanitarian emergencies ensuring emergency response industry standards. 

Monitoring, Evaluation, and Learning

  • Lead in developing and maintaining a WC MEAL system that ensures good program data management and protection, easy retrieval and analysis, learning, and impact tracking and reporting
  • Support country teams in designing projects’ MEAL, including identification and implementation of key performance indicators, targets, tools, and appropriate MEAL responsibilities
  • Coordinate and supervise external evaluation processes (baseline assessments, surveys, and evaluations), including drafting and review of evaluation Term of Reference (ToR), hiring of evaluators, and coordinating briefing sessions with project teams
  • Build the capacity of staff in MEAL through training, knowledge sharing, and provision of M&E tools to enhance quality and timely data collection, collation, storage, analysis, and reporting
  • Produce global impact reports and WC best practices for dissemination to our donors, partners, and staff to promote WC centers of excellence and reputational capital

Representation & Relationship-Building

  • Represent WC in the best possible light with relevant consortiums, alliances, and working groups, especially Integral Alliance, maintaining collaborative relationships and partnerships.
  • Develop Public-Private Partnership relationships to foster innovation and WC program development.
  • Cultivate key relationships with strategic partners and attend meetings and conferences to enhance WC’s visibility, credibility, and reputation.

Bachelor’s degree in humanitarian affairs, disaster response, international relations, or any relevant program from an accredited college or university recognized by the United States Department of Education or equivalent.  Relevant work experience may be substituted for education on a year-for-year basis.


  • Five years of successful grant writing and program design experience
  • Able to design, present and execute strategic plans
  • International development or humanitarian work
  • Successfully working with institutional donors, USAID and other USG entities, and UN Agencies 
  • Track record in engaging with other partners in the DR industry


  • Proficiency with Microsoft Office Suite
  • Experience with satellite telephones


  • Effective leadership in a multi-cultural team environment with general support staff
  • Able to work collaboratively with supervisor, coworkers and clients
  • Gifted with establishing a team environment, both domestically and internationally
  • Previous success with working independently as needed
  • Able to develop and manage funding and operational partnerships for disaster response efforts.
  • Fluent in written and spoken English
  • Communicates clearly and concisely through writing
  • Willing to travel to harsh, remote places for extended periods of time



Five years of fundraising experience.


Knowledge of satellite communications equipment


Able to speak French or Arabic
